About Anne Rote

Anne Rote is one of the most accomplished Medicaid managed care executives in the United States. Over more than 25 years, she has led health plan operations at some of the largest organizations in government-sponsored healthcare, including HCSC (Blue Cross Blue Shield), Molina Healthcare, Aetna, Optum, Evercare, and Curana Health. Her career reflects a rare combination of P and L accountability, multi-state operational leadership, and deep expertise in the populations that matter most: dual-eligible members, long-term care populations, nursing facility residents, and individuals with complex needs.

Most recently, Anne served as President of Medicaid at Health Care Service Corporation, the parent company of Blue Cross Blue Shield of Texas, Illinois, New Mexico, and Montana. In that role, she led Medicaid operations serving more than one million members across multiple states, driving care management strategies, member engagement, and operational performance across one of the largest Blue Cross-affiliated Medicaid programs in the country. Before HCSC, Anne served as President of Molina Healthcare of Texas from 2013 to 2021, providing executive leadership for one of the state’s largest Medicaid managed care plans. Over eight years, she doubled the plan’s membership through geographic expansion and new product development, including specialized programs for nursing facility populations, MMP and D-SNP programs, and a marketplace product for low-income individuals and families.

Earlier in her career, Anne served as CEO of Aetna Better Health of Texas, managing 320,000 Medicaid members and approximately $1.2 billion in revenue with full P and L responsibility. She also served as Vice President of Integrated Care at Optum, overseeing Medicaid care management programs serving 3.5 million members, and as Vice President of Medicaid Long Term Care at Evercare, managing operations across six states with approximately $875 million in revenue.
