Chief Innovator & CEO at ANSEGA Health Solutions
Andrew Segal is Chief Innovator and CEO of ANSEGA Health Solutions and a nationally recognized expert in long-term care, Medicaid managed care, and home and community-based services. A former gubernatorial appointee as Director of Long-Term Care at the New York State Department of Health, he oversaw a $12.4 billion program serving 250,000 beneficiaries across all 62 New York counties. He contributes expert perspective to Lifeline on Medicaid policy, managed LTSS, dual-eligible programs, and care delivery for aging populations.
Andrew Segal is one of the most respected voices at the intersection of Medicaid policy, long-term care, and home and community-based services in the United States. His career spans frontline government leadership at the highest levels of New York State’s Medicaid program, senior executive roles at the Visiting Nurse Service of New York, and his current work leading ANSEGA Health Solutions, a healthcare consulting firm he founded in 2019.
Andrew served as a gubernatorial appointee under Governor Andrew Cuomo as Director of the Division of Long-Term Care at the New York State Department of Health, Office of Health Insurance Programs. In that role, he oversaw a $12.4 billion Medicaid long-term care program, regulated 58 managed long-term care health plans, and supported more than 250,000 Medicaid managed care beneficiaries across all 62 counties in New York State. He also oversaw the Partially-Capitated Plans, Fully Integrated Dual Advantage (FIDA) demonstration program, Medicaid Advantage Plus (MAP), and PACE programs. In 2018, he generated $350 million in long-term care savings under New York’s Medicaid Global Spending Cap.
Before his state government appointment, Andrew held multiple senior leadership roles at the Visiting Nurse Service of New York, the largest nonprofit home and community-based care organization in the country. He served as Vice President of External Affairs and Government Relations, Director of Product Management for VNSNY CHOICE Health Plans (the largest MLTC plan in New York State), and Chief of Staff to the President and CEO.
At ANSEGA Health Solutions, Andrew advises payers, providers, health-tech startups, and private equity firms on Medicaid strategy, long-term care transformation, managed LTSS, value-based reimbursement, and home-based care delivery. His work has been featured in Crain’s New York Business, and he has spoken at national conferences including the Wharton Health Care Business Conference.
He contributes expert perspective to Lifeline on Medicaid managed long-term care, dual-eligible programs, home and community-based care delivery, Medicaid regulatory strategy, and the policy landscape shaping connected health and remote monitoring for aging populations.
